Regulatory framework

The Energy Agency has established a level of eligible costs for electricity operators for the period from 1 January 2023 and 31 December 2023 (from now on: 2023) and, thus, implemented the conditions for setting tariff items for network charges for the use of the electricity system on the basis of the Legal Act on the methodology for determining the regulatory framework and network charges for the electricity system operators.

 

In setting the regulatory framework for 2022, the Energy Agency addressed in detail the following areas:

  • electricity consumption
  • planned development of the network infrastructure and quality level of the electricity system operators’ services
  • eligible costs of the electricity system operators
  • tariff items for network charges by individual demand groups

 

Setting the regulatory framework

Based on the analysis of the operations of electricity operators in past periods, projections of electricity consumption, and investment plans, the Energy Agency has set the level of eligible costs for both - the TSO and the electricity DSO. The eligible costs of the electricity system operators shall consist of:

  • controlled operation and maintenance costs
  • uncontrolled operating and maintenance costs
  • costs of electricity losses in the system
  • costs of flexibilty services
  • depreciation costs
  • regulated return on assets
  • ancillary services costs
  • quality of supply
  • research and innovation costs
  • the impact of investements costs on eligible costs
  • incentives

Resources to cover eligible costs shall be the network charges and other revenue. When establishing the resources to cover eligible costs, due account shall also be taken of the derogations from the regulatory framework of previous years and the planned compensation for the current regulatory period.

The Energy Agency issued a decision providing a regulatory framework for each electricity system operator, including the network tariffs, which remain the same as the tariffs for 2022. The network charge tariff items were published in the Official Gazette of the Republic of Slovenia, No. 161/22
